I am sorry for stating this, but it is pretty obvious. I am in contact with Harvey Smith, and I have not asked him this yet, but I feel I know the answer. These guys probably explain it best:

extremely loyal fanbase, I don’t think deathloop being a flop kills it. But it might be low budget.

List of minor characters

I'm thinking of going through all the in-game documents on the wiki and making a page consisting of list of all the minor characters mentioned in them with a small, single sentence bio, is this something that would be appreciated? I haven't contributed to this wiki before but I have to make a note of all the minor characters for a personal project and thought I might as well see if it would be of help here
